From a practical point, it is just a 120v, 30a receptacle and who knows what the user is going to plug in
I don't see anything specifically prohibiting it but I do see the ground rod issue.
Again from the practical sense I don't see the hazard as long as the pedestal is properly wired.
Folks plug in RV here all the time in their driveway from a regular branch circuit
